Even though Captain Antilles of the Tantive IV may have claim to fame as being the first person on screen to have had their oxygen supply cut off by Vader, it's Admiral Motti who gets the real nod as being the first person to be Force choked by Vader.
But while his most infamous kill was Master Shaak Ti, and his most impressive one was Cin Drallig, it was another Jedi who had the distinction of being Vader's first.
In Legends, Anakin Skywalker was twelve years old when he first choked someone. He never intended to do it. It just happened when he became very angry. He would never have been taught how to do hurt someone using the Force, so it obviously came to him without learning it from anyone.

Kylo Ren used the Force choke as a tool to initimidate General Armitage Hux. During the Battle of Oetchi, General Armitage Hux entered the Supremacy throne room where he found Supreme Leader Snoke and his Elite Praetorian Guards dead.
Grandmaster Yoda himself was capable of summoning force lightning in the form of Emerald Lightning. Galen Marek was an extremely skilled user of this Force power, even after his conversion to the light side, rivaling Darth Sidious.
However, the redemption cost Anakin his life, having been mortally wounded by the Emperor, Darth Sidious, while killing his former Master. After his death, Anakin became one with the Force.
A Force-sensitive Human, Sors Bandeam was given to the Jedi Order for education in the ways of the Force. Sorted into a clan at the Coruscant Jedi Temple, Initiate Bandeam remained at the Temple as many of his instructors fought and died during the Clone Wars. Sors Bandeam moments before being murdered by Darth Vader.
Watto was a Toydarian junk dealer in Mos Espa who bought Shmi Skywalker and her son Anakin from Gardulla the Hutt. An inveterate gambler, he sponsored Anakin in several Podraces, but often bet against his own slave, who was talented but inexperienced.
Though Qui-Gon was killed in a duel with a Sith Lord, his dying wish was granted, and Anakin became a Padawan learner apprenticed to Obi-Wan Kenobi. Over the next decade, Anakin's power continued to grow. Many Jedi wondered if he was the Chosen One destined to restore balance to the Force.
Can Yoda use Force choke?
Force Choke is actually a single aspect of the power "Force Grip", which is incredibly useful. Yoda uses it on ocassion against droids during the clone wars, and it is how General Grievous got his cough (Mace Windu crushed his chest cavity.
Admiral Ozzel's legacy is that Darth Vader Force-choked him to death before the Battle of Hoth in The Empire Strikes Back. As commander of Darth Vader's flagship the Executor, Ozzel was one of the first to learn that an Imperial probe droid had been destroyed on Hoth.

Electronic Arts released some very interesting numbers about Star Wars: Battlefront's Beta this weekend. The dark lord himself,Darth Vader, killed 1,379,319 players by Force-choking them to death on Walker Assault on Hoth.
Palpatine's own showing of the Force Choke in Clone Wars showcased the ability to transmit his choke even across hologram projections or to incapacitate guards he could not even see, so it's not as though this is the first time his showings with the power proved superior to Vader's own.
Jedi can hold their breath to avoid poisoning and race down hallways in the blink of an eye. These are powers not yet revealed in the Star Wars saga.

The Force choke is another tool employed by Sith to intimidate and even kill their opponents. Sith usually visualize the ability with a claw-like or crushing hand gesture, and strangle a victim through the power of the dark side. The result is an often painful, slow death.

Darth Vader can not use force lighting, because of his severed arms. Robotic hands can't summon the force lighting. However Darth Vader can still use other forms of the force, such as force choke.
How did Palpatine survive?
When Palpatine died, his consciousness was transferred to a clone on the planet Exegol, where he had been previously studying immortality. However, the body was too weak to hold his consciousness. So they built more clones that could be a strong vessel for him.
He died of old age on Dagobah. Fans of Jedi Master Yoda likely know that he retains much of his power even after passing into the Living Force.
Obi-Wan greets R2-D2 and later recalls “not owning a droid.” Obi-Wan purposely withheld information from Luke in order to keep Luke from straying away. This could offer an explanation as to why he appears to not know who R2-D2 is. Further in Empire Strikes Back, neither Yoda nor Darth Vader recognizes either droid.
Mechno-arms were cybernetic replacements to hands and arms lost in a variety of situations, but more often than not by lightsaber blades. After Count Dooku severed the right arm of Anakin Skywalker in the opening battle of the Clone War, a mechno-arm was grafted to what was left.
Yoda held the title of Grand Master of the Jedi Order since the days of the High Republic Era. At some point, Yoda took on a human named Kantam Sy as his Padawan. The two were stationed at the Jedi Temple on the planet Endovar.
